Cluster start date shold be a date+time annotation

Since the data type of an annotation can't be changed some manual work is needed to move existing data to a new annotation type.

• The clustering protocol need to be update to state that date+time should be recorded.
• The clustering registration wizard need to be updated to include a time field.
• A new annotation type ClusterStartDateTime should be created.
• A manual batch import is needed to copy the ClusterStart date values to the ClusterStartDateTime values. Times can be entered as 00:00 if the exact times are not known.

Note! If it is desired to keep the old name for the annotation the existing annotation type should be renamed before installing the Reggie update.
