Description
A new annotation that registers the end date+time for clustering a flow cell: ClusterEnd
- The protocol wizard need to be update to include a field for the end date+time.
- The cluster registration wizard need to be updated to include input fields for the date and time.

This is not needed since sequencing machines do clustering as part of normal procedure.
