Description
The "Create manual pool" button is not available when starting the "Create pooled libraries" wizard and there are no library plates waiting to be pooled.
The only thing visible is an error message:
No Library bioplates available for processing.

Added second "Create manual pool" button that is displayed only when there are no library plates to pool.
