Import reporter annotations from bgx files

See also #90. We probably need a different plug-in for the reporter annotations. The column mappings should be configurable in the same way as the core reporter importer. A default configuration for the column mappings can probably be provided at installation time. The division into two sections may pose a problem. The current GUI for setting configurations doesn't support this, even though the backend code does.
