Add support for Reggie to the gold skin

Description
Most parts of Reggie use classes, etc. defined in BASE, there are a few new items that has been introduced in Reggie. The gold skin should include selected and set the proper color for those.

(In [3027]) Fixes #716: Add support for Reggie to the gold skin
The major visible changes is to set background color for the wizard elements, the title and side-bar to the left as well as the help text.
Then, there are a few minor changes to section headers in the wizards and to re-enable highligtning (which worked, but was white-on-white).
