Check consent before exporting "monthly operation list"

Sometimes there are delays or missing papers that cause consent to not being registered for a case. It would be good if this could be noticed in the exported file so that it can be investigated. The worst case is that we have registered information for a patient that has answered 'no' on the consent form. This is very unlikely since there are lots of checks already, but an extra check here is useful since it would not be good to send letters to those patients.
