Add bioplate test data

Description
Before all wizards in Reggie can be used, a fresh installation need to be initialized with some data. Much if this (annotation types, etc) is done by the installation wizard, but we also need some bioplates. We do not want the installation wizard to create bioplates. Instead, it should be possible to use the "Bioplate importer" and a test data file to create the test bioplates. So far, we need one "Specimen" plate (Sp001) and one "Lysate" plate (Lys001).
