The project archive service is not aware of files related to blood items

Description
The new data that was generated from OncoArray SNP chips are child items to Blood items and files are located in the regular project archive in subfolders that are named after the blood item. However, all those directories are only accessible by the 'scanb' user and not by the 'scanb_usr_rxw' group.
The project archive service should be responsible for setting the proper access permissions based on available consent information. However it doesn't check consent on blood items so that data is always not shared.
