Display notice if the counter service is not running

Description
If the counter service is not running, the counters on the Reggie front page will not be displayed. But there is an icon that seems to indicate that it is only waiting for the count to complete. It would be nice if this could be changed so that a different notice is displayed in case the counter service is not running.
