Re-organize the Reggie front page — at Initial Version

Description
The front page in Reggie is more or less full as it is. With the introduction of a new DNA pipeline and a lot of new wizards, a re-design of the front page is needed.
A fourth column was tested but turned down because it will too crowded on small screens.
Instead, a two-column layout seems to work better. In the left column there are some main "menu" items that can be clicked on to display (to the right) the wizards falling under that category.
Main categories could be:
- Sample processing and histology
- RNA library preparation
- DNA library preparation (doesn't exists yet)
- Personal information and sample curation
- Server administration
