Add field for PAD when no specimen tubes exists for a case

Description
In the normal situation specimen tubes have been registered and the PAD value is copied from them to the "case" entry. When there are no specimen tubes for a case (or when the existing specimen tubes is missing the PAD value) an input field should be displayed that allows the user to enter a PAD manually.
Note! The PAD values usually have a '-' in them, but the barcodes are sometimes encoded with a '+' instead. The wizards should fix this.

I forgot about the '+' vs. '-'. This needs to be implemented as well.
