Redesign Reggie start page

Description

The start page is becoming unbalanced with a lot of wizards in the left column. And most users don't even see "Server administrator" and "Personal information" sections so the right column is almost completely empty.

The start page should be more balanced and optimized for regular users. Extra sections that are only visible for a few users should then be added in appropriate places.
