(In [834]) Triggered by [826]. There were some problems with the Makefile.am, so I changed to let configure (well config.status) create plugin_WeNNI.base. references #63

(In [836]) refs #63. Fixed vpath issues in test so make distcheck no works in stand-alone and base1.

(In [856]) Refs #50 and #63. All WeNNI build options now works. make distcheck now fails on uninstal test.
