Pooling wizard can't show flag and warning at the same time

Description
Libraries that get a warning due to low concentration or high adapter fraction can be difficult to flag since the flag icon is not shown when the "Toggle flag" button is clicked. This is confusing since under the hood the item is actually selected for flagging. Normal reaction is to try again and then it becomes almost impossible to know which items have been flagged and not.

Switched the order in CSS so that the flag now overrides the warning.
