Store sequence for barcodes as annotations on tags — at Initial Version

Description
Barcode items are currently created in Reggie (AD001--AD0027). When generating the flow cell sample sheet (#499) the actual sequence of the barcodes are needed. The sequences are currently hard-coded in the exporter code. When support is added for annotating Tag items in BASE 3.3, we should switch to store the sequences as annotations to the barcodes.
