It seems like this will be included with the core BASE starting with BASE 3.15. See ​http://base.thep.lu.se/ticket/2160

References #1120: Remove Apache POI from distribution

Moved JAR file related to Apache POI to the 'compile' directory. They are no longer needed in the 'META-IN/lib' since they already exists in BASE.

Replaced the Reggie implemenation of XlsxTableWriter with the one provided in BASE. Mostly a drop-in replacement except when styling cells.
