The "Release importer" plug-in should be moved to project page

Description
The "Release importer" plug-in is currently attached to the list page for rawbioassays. This might have been logical in the past when releases where based on raw bioassay lists, but seems a bit odd now that they start from the biosource end instead. We could move the plug-in to the biosource list instead, but I think the most logical place is to move it to the project single-item page. It should then be available only for the currently active project.
